Students must fulfil the requirements of one of the 14 scenarios listed by the Quebec government in order to be deemed to have a Quebec Residency. It should be noted that the only people who may apply for Quebec Residency in order to determine tuition fees are permanent residents and Canadian citizens, including members of Canadian First Nations.
