Launches and supports a modular communication relay satellite.

The main relay module has 12x RA-100 Relay Antennas, 2 docking ports, and a generously fueled RCS.

A small support satellite uses a single RA-100 Relay Antenna.

The nuclear propulsion stage is equipped with 2x RA-15 Relay Antennas.

Place the main relay in elliptical orbit high over Pole 1 and low over Pole 2. The small support satellite goes into elliptical orbit over Pole 2. Then, with the propulsive stage in equatorial orbit, most of the celestial body will be covered with a solid connection most of the time.

Built in the VAB in KSP version 1.3.0.
