101.5t to 100x100km, single-stage unrecoverable rocket. 101.537/479.267=21.19%
Launch: throttle full, SAS stability on, stage, switch SAS to prograde at 53m/s, deactivate mammoth & vectors at 27km (AG1), burn until apoapsis at 100.3km, circularise. Stage to deliver payload. With a good burn, there should still be enough fuel to deorbit the lifter.
