The Angara rocket family was born of the necessity to develop a rocket family entirely built in Russia following the breakup of the Soviet Union in 1992. Its lofty goals were to replace the launchers such as the Zenir, Dnepr, and Tsyklon were built in the Ukraine. The design phase took over a decade with development finally underway by 2004. The key to the Angara family was to use URM (Universal Rocket Module) as the core of each Angara variant thus standardizing development and lowering overall costs. The Angara 1.2 is the smallest of these varieties using a single URM with a small upper stage such as the Briz-M. It is still in testing and later development with no announcements yet on when it will make its maiden orbital flight.

The River I is an approximation of the Angara 1.2 with a more powerful upper stage designed for insertion into (KSO) Kerbal Synchronous Orbit of 2 863.33km. The lower stage handles most of the ascent and will put the payload into space. However for anything higher than LKO (Low Kerbin Orbit) it is necessary to use the upper stage both to finish the ascent and handle circularization. The upper stage is considerably more than powerful than the River I ZIRP S build with a thrust exceeding 100 kN. It is designed for a final payload of about 2 to 3 tonnes which is more than enough for a communications relay satellite. The upper stage will unfortunately be left as orbital debris as a result.
