Step 1:
Pitch 10° up with all engines but nuclear and go full throttle on the runway
Step 2:
At 20 000m or 20km turn on nuclear engines, switch to closed cycle rapiers, and pitch 30° up
Step 3:
At desired periapsis turn SAS to prograde and burn or make a maneuver node
