The 250G DTS tracking station is too weak. So a more powerful relay is needed. This relay combines 40 RA-100 antennas to give 1590G power, enough to connect to a level 4 antenna at Jool.
It is built by docking two identical sections together at geostationary orbit. In theory more can be docked for even more power! The craft file only includes one section, and the launch vehicle.
