Stations 4, 6, 8 can be used for external fuel tanks, and thus have crossfeed enabled.

You can loiter at 1/3rd throttle, but throttle should be at 2/3rds or higher with flaps deployed. A KSP bug prevents aileron control while brakes are in use.
