Upper part gets to the skies and performs [ceremony/sacrifice].
So that (the skies) are pleased.
Therefore, regarding to your question, we think it is not meant to be recovered. It will most probably stay in orbit as part of the sacrifice to
the skies. The water steam RCS system should be for keeping pointed at the sun/moon. We didn’t find signs of reaction wheels.
