With a little cunning, you can rendez-vous underwater with a stranded Kerbal and get it onboard.
Landing is possible, especially with a Kerbal deploying its chute. Or ditched in water < 60m/s…
I’ve been using Jetski to get Kerbals in and out of my soon-to-be-published Verne, underwater marine base.
