This is a Fuel Dump.
I move it empty to its destination using Alt-F12 Set Position.
And then use one of my big tankers, e.g. Pegasus 9 or Kookaburra, to fuel it progressively.
I use Telemagic to transfer fuel but a fuel truck with a claw would work, too.
A Fuel Dump may also be stationed on water, either in a lake, port or out on a sea route, as you like.
