This is Delta mounted on a modified Simplicity lifter. Built in the KSP 1.7.3 VAB with 71 stock parts.
The upper stage of the lifter is Vector-powered. The launch profile will not allow time for recovery of the first stage.
I pitch-down at 90 m/s, follow SAS Sfc Prograde and then aim for about 90-100 km apoapsis.
