A cheap ICBM called Boost Glide. Built in the KSP 1.11.2 VAB with 28 stock parts.

Use fine control (CAPS LOCK) on launch to adopt a 45-degree trajectory as soon as feasible.

Launch in any direction and make orbit…

Deorbit on a steep, over-shooting descent. Use the atmosphere to maneuver toward your target.
