~5400 m/s delta-v after launching to a 250~300km Kerbin orbit with enough thrust in stage 8 to decelerate through Eves atmosphere from low Eve orbit.
For Eve ascent maintain 1.2 thrust to weight straight up until 30km.
Launch from a flat spot and you may save the refinery from certain destruction.
