This rocket packs, with Kerbal attached, almost 9000 m/s of delta-V for just over $5,500. The first two stages must be flown backwards and very carefully - this reduces aerodynamic drag on ascent. Third stage built for non atmospheric landing in Mun gravity or similar. Parachutes left off for weight and cost - Kerbal should survive landing in 1.0.4 on EVA or in ship with empty tank. if you choose to add a parachute, a drogue is sufficient.
This ship is capable of, and built for the purpose of, landing on and returning from Moho with extensive use of gravity assist.
