Launcher included and tested. As-is you can reach Gilly orbit with some fuel still in the transfer stage which means you can go mine directly without filling up or alternatively you can reach Gilly under non-optimal circumstances.
This mining lander has everything you need to start your Gilly mining operation including scanners for prospecting. Just add a station (I can upload mine if there is a need) in orbit around Gilly and you are ready to fill up any ship before an Eve landing so that they can be much smaller than without a refill. (As we are talking about Gilly, you might want to push the lander to the ground with RCS during touchdown. As this is a heavy enough lander I had no problems staying stable on uneven terrain (tested with 13 degrees). The fuel and RCS is more than enough to land and reach Gilly orbit multiple times which means you get to keep >95% of the ore.
