Like the Spinning Spriggan and Spinning Sprite, the Spinning Spectre has a propeller that moves just for looks.
If you feel the part count is too high, remove the cubic strut on top of the cylinder
. The engine will look barebone like in the animation but it will remove 35 parts.
Built in the SPH in KSP version 1.3.0.
