In the late 1960’s Israel was in need of a new and updated version of the Mirage III which had made up a majority of the Israeli Air Force sense its import from France in the late 50’s. The Israelis asked the French to design and build them a new version of the Mirage III built with more of an emphasis on ground attack. The French then designed the Mirage V which was then meant to be exported to Israel. Unfortunately, politics of the time got in the way and the French politicians imposed an arms embargo on Israel, making export impossible. Fortunately for Israel, the plans had already been given to them and thus they decided to make their own. Israel then proceeded to make an unlicensed copy in the form of the Nesher which would later become the Kfir which in Hebrew means Lion Club.

In the 1980’s, the United States Navy and Marine Corps leased 25 aircraft and modified them into the F-21 Lion. The F-21 was used as an adversary aircraft in air to air test matches. The Kfir was chosen for this role because the US had no aircraft that where like this and could test pilots against the role this aircraft and aircraft like it would fly on the battlefield.
